We had a reasonable deal from Norwich Union Direct. It will pay to take Pass Plus as they will refund a large chunk of the premium when he/she passes the test.

tesco was the cheapest for my niece who is just learning, albeit i dont think that she could get insured until she passed her test < will have to check that.

try tesco online, www.tesco.com

CIS, Liv Vic, Tesco, Norwich Union. Trawling the yellow pages isn't really worth it in my experience as these will come out the best (/least horrendous!). Pass Plus will give you 1yr NCB with some companies so it might be worth it as XRS suggests.
