Help-new stereo set-up, low volume

I've just connected up my front speakers to the new system I've installed. From the new head unit I have two amps running via an active crossover. One amp for the sub, the other to the front speakers. Running it for the first time the volume is low, most sound is coming through the rear speakers, which are run straight from the head unit. Having set the fader to eliminate the rears as a test it remains low. I've played with various settings on the head unit and adjusted the amps input sensitivity controls and the crossover settings. I have checked that the amps are getting the right power (reading of approx 12.4v) so there is enough power. Also checking that the RCAs are not crossed (though this made no real difference).
I hope it's something simple, but if anyone has any suggestions on what may be the cause or any other options I could try, I would be most grateful.
