Default stiff wheel

Hi peps
I replaced my rear brakes yesterday and noticed
my passenger rear wheel was hard to turn
I checked drivers side rear wheel and span freely
there were no brakes on rear
disks off so I no the brakes weren't binding
I was thinking possibly a faulty wheel bearing
what do people think

Assuming its a scooby? Id be more concened about the free spinning wheel. Unless all 4 wheels are off the ground then they should be hard to spin

Only noticed when tryin to turn passenger wheel to see if brakes where binding
and when noticed was stiff both ways I stripped it back down took disc off
and was still stiff to turn
checked other side and spun easier than passenger side
I noticed when turnin the passenger rear wheel passenger front spins
which I thought was normal am I wrong

I was thinkin it could be a faulty bearing or someone has over tightened it or something like that
