94 import legacy boost fault

Hi im new here and already begging for help,
Ive recently got a 94 import legacy gt EJ20TT it doesnt feel like the first turbo is boosting although i can here it and at 4500 rpm it cuts power like ive hit a wall and the check engine light comes on, just wondering if theres any common issues i need to look at first before spending loads of money chasing the fault even before the WALL it feels gutless compared to my 99 impreza with the same engine but with one less turbo, any help would be appreciated thanks Lee.
