It is the overflow to the coolant bottle, but seeks to me leaking a bit, sure it should connect to something.

Any help much appreciated.

no the overflow pipe connects lower down on the neck..................

that pipe off the cap is simply a breather and is normally just tucked down the front of the battery/vented into the inner wing

it shouldn't be leaking anything unless over filled or being pressurised by the expansion tank.............

It could be air in the coolant system or a blown head gasket.

Alternately it could be just a leaking cooling system pressure cap.
