Looking at your title: "dick dust gard" (sic), I'm sure all the fellows on here would agree that it is undesirable to get dust on your dick....
On a serious note, they can help to keep stones out of the brake callipers, so personally, I'd leave them in place. If they did cause problems leading to an accident, your insurers might take a dim view of them not being there too.

i'm glad I brightend up your day,its nice to spread a little sunshine in these austere times.but getting back to the guards,my rear ones are shot.and catching .anybody know where I can get knew ones.....keep laughing .
Mine has run without the fronts for ten years now, and without the rears for six.
In my opinion, they are pretty good at catching smlall stones between themselves and the disc, which then make a God-awful noise. That's about it.
Drill out the spot welds and clean up with a wire brush, Hammerite black, job's a good'un.
