Angry "Dump valve" part 2

Got a cheap dump valve ( eBay special ) 2nd hand so even cheaper, thought I'd have a go, fits fine but doesn't open when lift of the throttle, pulled it apart and nothing wrong with it, am I doing something wrong or is the spring in the valve too strong???

They usually turn left/right so you can adjust the spring strength, however they can fail, I had a Turbo Smart Supersonic that failed so no reason why a cheapo eBay one can't.
