Default Sooty SC46 Turbo (Leaking)

Hi guys stripping the car for a few upgrades, have removed the turbo (SC46 billet) and am a little worried about the amount of soot on it. Has done around 2000miles last year since fitted. hadnt noticed it on car as had a blanket covering it.
Seems to be coming from around the exhaust housing joint. The bolts that clamp it on seem very tight, but it seems to spin slightly. Does this tighten up when hot and maybe just leak when cold?

Any help would be appreciated

I've seen two exactly the same, one was repaired at Turbo Dynamics( new exhaust housing) the other replaced by SC under warranty...

Its to do with the design of the exhaust housing which has now been changed.
