inertia switch, usually in the fuel pump circuit.
in the event of a crash or major bump the ball bearing inside de-seats from its magnetic base, opening the circuit and shutting off the fuel pump.
to reset just push the rubber 'button' in the middle.

test by giving it a whack into your palm, you should hear the ball click out and in again when you reset it.

Mandatory fitment I believe for any car used in MSA racing, sprints etc as laid out in the blue book. And I would suspect mandatory in rallying also but I have no knowledge there.
