Default Boost solenoid problems

I have a v3 UK spec 2000 turbo impreza running a td04 turbo. I have some trouble with my boost solenoid. Whilst under load it's fine its not holding back its boosting fine. I do have a boost gauge and it's reading the right amount of boost 0.8bar. The problem is when you come off the throttle or when it's idling the boost solenoid is going bonkers ticking away as if you have the two green read connectors connected. I have cleaned the solenoid out with brake and clutch cleaner then squirted a little bit of wd40 to make sure the solenoid was lubed up and will keep working. I've checked for any fault codes but it's reading all clear.

Any help would be great thanks
Dan
