Default boost problems

Hi everyone, looking for some help as car now giving me a major headache. First brought my 1997 wrx few weeks ago. On way home check engine light came on and have since replaced the lamba sensor (so far light has not come back on). Car is only running at 0.5 bar, the boost solenoid has three ports. Top one is blanked off, middle one goes to a t piece which then goes to waste gate valve and inlet and bottom one is blanked off as well. Not sure if this is normal or not, looks like someone had put in a adjustable valve of some kind. I am at a loss at what to next, anyone have any ideas????

Definetely piped wrong anyway...........only running actuator pressure.

Thanks for your help, diagram much help. Sorted problem. Previous owner had blanked two pipes off the boost solenoid. Put them right and now car runs as is should.
