Default compression test results and few queries

hey guys,
this is my first subaru, come from jap background and recently had skyline gtst, mr2 turbo so like to think i have a basic knowledge of cars in general.

However first ever boxer engine car so have plenty of new things to learn.

I recently bought a 1995 jdm sti 4 door in silver.
seems ok, very genuine dirty engine bay and very basic modifications.
filter and turbo back exhaust.

Firstly the car seems to boost (actuator pressure no controller) at about 1.2 bar although will clarify exact boost pressure when new boost gauge arrives.
From reading on here im hguessing this is down to the exhaust system??
What i cant get my head round though is why it does this if that is the reason and wondered if anyone can explain??
surely actuator pressure is exactly that, and being more free flowing how can it boost more freely??

secondly, car is only a weekend car and so was sat on the kerb way outside our house for a week without being used,
this weekend first crank of the car and puff of blue smoke came out the exhaust and cleared immediately??
I was giving the car a good service anyway with plugs oil etc and so warmed the car up and did compression check.
results were

Drivers side
162
162

passenger side (engine was quite bit cooler as struggled to get plugs out lol)
155
155

these seem pretty resonable??
can only asume valve guide seals for the blue smoke or poss turbo??
if so best way to diagnose??

thridly, changing rocker cover gaskets, im pretty reasonable on the spanner.
Are there any guides or advice on getting these done?
best seals any advice gasket sealent or lay them in dry??

cheers guys in advance

dave
