Default Throttle Issue

Hi
I have a strange problem, if I press the accelerator all the way down to the stop the revs will drop down to around 2000 rpm, this happens when ~I'm driving and when I attempt to rev the engine whilst stationary.

If I push the throttle almost all the way down or lift back off a bit everything's OK, the car revs and goes as normal.

Anyone got any ideas what I can check or what the problem could be?

could be cable or idle controll valve

i would say something is happening with the cable
