Default Poor throttle response

My 94 WRX seems to have poor throttle response at low rev range, around the 1000 to 2000 range. Change gear, revs drop as normal foot back on the throttle and theres a flat spot right at the beginning of the pedal

Theres no slack in the throttle cable.

Any ideas?

Cheers

Hi good thinking but deffo no as it is a flat spot that the throttle is not responding, if it was clutch the engine would still rev. Thanks anyway
