classic wont start.......please help

Hi guys can anyone help?

got a classic 1993 got the car as a none runner no fuel or spark . Got the fuel sorted and was the relay but no spark ,

have power to all the power inputs to the ecu 11.5 v ish

have power to the ignighter going in which is 17.5v ish on all pins bar the earth
seems high but dont know what it should be have two ignighters
one with 2.5v on the other side
one showing .7ish so thinking the .7 v one is shot .

go the the ht leads and test at the cable joint not at spark plug but not getting anything ?
Is there another plug ? or something silly i'm missing?

Any help would be much appreciated

Hi guys can anyone help?

I've got a MY1993 WRX, bought the car as a non runner no fuel or spark and has sat for 7 years but did run until a year ago.

Think I've got the fuel sorted (relays) but still not getting a spark.
Have tested with vault meter and am getting the following results:

There is power to all the power inputs to the ecu 11.5 v ish

There is power to the igniter going in which is 17.5v ish on all pins bar the earth.

On the output side of the igniter I was initially getting .7v, have changed to a known good igniter and am now getting 2.5v.

There is no spark at plugs and coil packs are new, have checked fuses they are fine.

Car doesn't have an alarm or immobiliser.

CEL light is flashing and various relays are clicking, engine earth is good.

Where should I check next?

Any help would be much appreciated.
