Default Horn problem, any ideas?

Afternoon chaps,
Some clown pulled out in front of me this afternoon, so I hit the horn and nothing?
So got home to have a look and now I'm stumped and looking for suggestions.

The earth is good.
When pressing the horn it is possible to hear the relay clicking over.
There is a feed to both wires when pressing the horn.

So I thought it must be the horn itself, so removed it and with two pieces of wire I connected it directly to the battery and nearly blew my eardrum!

Wtf? So everything appears correct but the damn thing won't work off the button, any ideas anyone please?

Nope, had the airbag out and checked those!
Totally stumped, if the feed getting to the horn, and the horn works when connected to the battery, why the chuff won't it work

Just waiting on a mate to call round with a power probe now, checked the earth and it's good,

Although other wiring has seen better days, so am now thinking about re-wiring at the weekend, start from scratch so to speak
