93 impreza no spedo will not rev

hi all ive bought a impreza 1993 for a good price tonight the only problem is the speedo dosent work will not rev past 4500rpm check engine lights on and theres no boost ? any ideas

This is normal - because the Japanese have a 112mph speed limiter, if the speedo stops working they cut fuel at 4500rpm to prevent people disconnecting the speedo to bypass the limiter.

Fix the speedo!

As above.

CEL more then likely because of the speedo and no revs also because of this.

Fix this first.

Check to see if there is a little inline gearbox in the speedo cable to provide the km/h - mph conversion. That is the most common failure in my experience.
