Default steering?gearbox?

hi,drove the car today (v4 sti type r(98). it seems to have developed a noise when turning slowly,it dosent do it when going at any speed,its not the steering belt!it does it whilst turning very slowly in forward or reverse and will make the noise if i turn left or right. it does it in gear,and out of gear.it sounds like a fairly high pitched chirping noise. it dosent make these noise if turning whilst stationary and i do not have to turn to full lock to experience the sound.(half lock or more)...i got the mrs to drive it on and off the drive way whilst turning, with the bonnet up and from what i can make out it seems that the noise is coming from nearer the bulkhead rather than the steering pump. so.....steering rack?gearbox/diff bearing?i really have no idea?
any suggestions?

slightly low on power steeing fluid. doh!
