Default 2008 Impreza Won't Start!

Hi you guys,
i am from Turkey. I have just bought a 2008 Impreza 1.5 AWD.
I love my car but I have a serious problem.
I do live in a very cold part of the country and my car won't start up even in the tempature of -10.
When i start the car i can hear that the starter is working but car just does not start.
I have changed sparkplugs, fuel pump but the problem is still. The ignition of the car is good and the fuel comes to the engine. I have even tried to reset the ecu but no outcome. I have cleaned the thing deals with the idle and throttle.
I heard that there is a ecu program for the imprezas for the cold weathers but i am not sure.
any ideas ?

You need to plug the car into a diagnostic machine. Best to speak with your dealer.
