They are both similar sized turbos, but i would go with the SC36 Billet as it would probably spool quicker as it is a billet. The SC36 would probably make a bit more power. They are both quite capable of shredding your 5 speed if your not easy with it.

Intercooler: newage sti or front mount.
decat up pipe: newage sti
turbo-back exhaust: 2.5 inch
Injectors:Newage sti "pinks"
Fuel pump: walbro or HRC.
3 port boost solenoid: not necessary, but every little helps.
And then a remap.

I'd go for the smallest turbo to make the power you need as theres no point in having unnecessary lag. Ive driven an STI with a vf35 and i was quite impressed and would recommend one.
As for reliability theres never a definative figure as it all depends on how you drive, how its been looked after and what mods you've fitted, things like an uprated oil pump, sump baffle, FPR, decent oil and sticking to the correct petrol will all help the engine. Not changing gear too fast and launching too hard will help the gearbox obviously.
If i had a WRX i wouldn't go above 320bhp and 310lb ft, even at that i wouldn't thrash it.
If insurance ain't an issue then you'd be better off with an STI.
