Default Play in steering question.

My 99 sti seems to have a lot of play in the steering, the steering wheel will freely turn about 1 inch before there is any resistance to which the wheels start turning. I've jacked the front end up and wobbled the wheels and all the bushes seem ok from the wheels to the rack. I'm thinking its from the steering wheel to the rack, is there a wearing part there can you take slack out of the rack itself or is it looking like I need a new rack?

Fixed it, the clamp that fixes the shaft onto the steering rack had come loose.
