lambda and O2 problems

lambda and O2 problems
trying to get a '96 RA through it's emissions test. CO2 and CO are fine (japspeed sports cat) but the lambda and O2 are out. Definitely not the lambda sensor as I tried one today which is working on a type r. No leaks in the exhuast system.
If there is O2 and the lambda is out (over the upper limit) is it a fair conclusion that the engine is running too lean? Is this easy to rectify with the Apexi FC with hand controller?

none of the mappers out there got any helpful hints or tips? is it easy to adjust fuel settings on the apexi or is it time to move onto something else?

Mappers! can an apexi be mapped with a nice trackday map, safe for the engine, and meet emissions requirements? seen some negative comments on apexis...what are the downsides?
