Default filling header tank

ive got a 1999 impreza classic and im just making sure that im going to top my header tank up right.ive had a search on here and what i can make out you top the steel header tank up to the top is this correct then fill the breather one up after by the head light

How much does it need topped up?

Do it S L O W L Y, use the correct mix of 50% antifreeze to water.

also do you just take the cap of and fill it up that way
