Well im still a massive newbie here but for acceleration id recommend an import classic RA.

Only problem is you have to put up with a lot, motorway miles are usually 60mph any more and youre drinking petrol. You get no luxurys ie wind up windows and i believe they dont come with airbags.

I doubt you would find an STI RA but you only miss 10hp in a WRX RA anyway..

Oh and someone correct me if im wrong but im sure they come with some form of forged internals?

But can be easy modified without the problem to 400bhp without the too much expense and also 6 speed and Brembo as standard.

What sort of budget do you have for tuning and do you have a nice insurance co?

cdb for defo?
Why? Too much emphasis is put on what sort of block it is, the internals are your biggest issue, having a CDB does absolutely sweet FA until you start to pass 500bhp on an open deck block (by then you have spent well in excess of 10k getting your engine/transmission up to scratch on a classic)

only want to spend 3-3500 to buy the car at first, then ill spend money on it in time.

Not much really, your best bet is as said, a JDM 2001/2002 or a UK 2002 STI as these are pretty cheap but 2k ish outside your original price.

but a bug you buy for that money will have done a lot of miles and the engine will probally let go with that sort of power so expect a rebuild , i always thought the jdm sti 2004 -2005 blob was the best engine wise and gear box wise for an easy 400hp but then im not anew age man please correct me if im wrong

I think you will struggle to buy a Twinscroll JDM Blob for £4.5k

not at all a well looked after one would be great to tune. Ive got one with over a 100k on the clock and just under the 400bhp been running that sort of power since around 30k miles

but yes you started tuning from 30k to start that level of tune from one with a 100k and not really ever knowing how its been look after would be a big gamble but that is just my view on it really , it would just be wise to make sure you have the funds to do rebuild

I'd go UK Bug STI for that money - push a bit further and wait and you could even get the prodrive version. You pay a lot more for the more desirable Blobs.

Yep here I am, after a couple of years messing at 2+ bar of boost and 400+ bhp, I've finally succumbed to a 2.1 stroker build.

The bugeye STI is a £5K performance bargain.

whats your eventual target and use?

no point in spending 5k on a sti if your just gonna replace all the parts anyway.
