Default Boost issue

Only boost to 0.6 new boost solanad, actuator is not stuck spring is good, tried by passing BCs running a line off the vac to actuator still the same, no EML checked for codes, no leaks as far as I can see, car just don't want a rev, just stuck for ideas now
