Idle control valve read as part throttle open when engine running?

Idle control valve read as part throttle open when engine running?
Okay, just want to find out something as little confused...MY02 so mech throttle cable, set with 2-3mm deflection when throttle closed (ie throttle body definately closed). With ignition on, engine not running, AVCR reads 0%, depress and it reads upto 92%, close and 0% static and doesn't change. Run the engine on the other hand and idle bit jumpy and AVCR is reading .8, .4 even 1-2% without touching the throttle, is this possible from just the ICV?
She needs remap anyway but would like to make sure I dont have faulty ICV or throttle position sensor...

Just noticed my post isn't quite clear...
throttle cable when closed has 2-3 mm deflection so butterfly very much shut every time. Cable even lubricated to make sure.
When ignition on, engine not running AVCR reads constant 0% and then changes readings as touch throttle pedal, as expected. Run can though and idle reads 0.4 0.8 and sometimes 2% even though not touching it...it's very much up and down in revs though...any ideas?
