Default Ecu Problem

Hi all, my bro has a 1.8 non turbo impreza jap import. Does 8mpg whaitch is rather pants!!!!!! Check the ecu and it has a Z3 with two plugs on. Its a 95 and itys an ecu ive never seen. Anyone know or herd of this ecu? It has:
22611 ac110,
MECF-A60 B2 5512
On it.

Sorry, but if anybody admits to know or have heard of any ecu by its OEM part number, apart from maybe recognisin they're own, I propose they should give themselves a wee slap.

Worst I've managed is 12mpg & that's with anti lag/launch control
