Noticed today while sitting in heavy traffic, that when my radiator cooling fans come on, if i touch the throttle i hear a relay click and they stop spinning? If i then leave the throttle alone they spin again... is this normal or is something wrong?

I have also been having a lot of problems with hesitation and lack of torque when the car is warm, could these be connected? Im thinking CTS?
