Testing header tank cap?

Due to cooking my engine, trying to test all components as i remove them.
so far found no faults. water pumps ok, timing was ok, rad is ok, no holes or tears etc in water pipes.
wondering if there is a way to test header cap.
i dont mind fixing the car, but wud really like to know the cause of the over heating.

Pretty straightforward:
- take off header-tank
- plug all but one of the larger pipes, and also leave the overflow pipe open
- connect a flow-meter inline between a hosepipe and the unplugged header-tank pipe
- fill the header-tank and fit cap
- swith on tap to the hosepipe and adjust water-flow to see at what pressure water starts coming out of the header overflow
It should say on top of the cap what pressure it should open at (standard is 13psi I think).
