Default engine holding back between 2k-3k revs

my 1994 wrx is holding back between 2 and 3k rpm mostly in 3rd gear , ive had recent work done at extreme scoobies inc new maf, decat , lambda sensor ,knock sensor and isv, but this problem is very inconsistant and does it now and again more so when cold and now twice have had the car idling at 2k rpm with my foot away from the throttle on these occasions the check engine light came on , but switched the engine off and it does NOT come back on, paul at XS said the engine is getting used to running normal , would like some other opinions please

have you had a remap since that gear has been fitted? if not then a decat could well be causing this without a map, try resetting the ECU also but recommend you get the car mapped.
