whistle from engine

Recently my 97 WRX has inherited an annoying whistle from the engine bay. This occurs at constant speeds any where upto 80mph. I had a new IHI roller bearing Turbo fitted 6mths ago. Oil level is 3/4 full. Any suggestions, also no birds in engine bay!
Ii had this on my MY97WRX, its a common problem on this year. The dump valve was leaking. Have a look at this http://www.sidc.co.uk/faq.htm#3
