Default can a/c removed stop fans working?

i have removed the a/c on my 95 sti, could this be the reason my fans dont work now? as ive changed the coolant temp sensor and connected the green plugs under the steering column (they make the ecu check a few things including the fans) the fans came on with the green plug check but dont come on when over heating,
please help,

i believe im right in saying there are 2 temp sensors 1 sends signals to ecu for cold start etc the other operates fans< if there working when in test mode the the wiring,relays and fuses must be ok

there are 2 sensors, 1 for the dash temp and 1 for coolant temp sensor, both next to each other, the only thing that can be wrong then are the wires from the sensor to the ecu that tells it, its overheating, is that the coolant temp sensor?
