Default 2k rpm tickover

ive just finally got the wrx (94) up and running after a lot of hard work,
but now to my surprise the tick over sits at 2k, ive looked at all the throttle linkage and checked the cable and all looks good,
any ideas would be grateful
thanks

ive got the cable as loose as it will go, and ive looked at all the vacum pipes with nothin amiss, i was wondering if the idle control valve could be stuck open or something as it has been sat for the last 6 months
