It's not that they're 'no good', as such.
It's just that they they're hydraulic ones and are the 'runt' of the Impreza heads. Good for around 'only' c.380bhp, so people tend to upgrade to STi v.3/4 ones if needing to fit new heads (direct fit, keeping the v.1/2 IM). That way they get a 'free' potential power upgrade in the process...........

In a nutshell - yes.
Hydraulic lifters tend to suffer from 'pump up' ( filling of oil at full extension as the cam comes 'off lobe' ) at higher rpm, this in turn will result in valve float ( valves not closing/seating on the seats ) and will give you a loss of power and in some cases - bent valves/broken valve springs.
