No. Would help rather a lot if we knew which version you were talking about as there's a bit of variance, but 1.3 is well too high.
Version 5/6 boost target is 1.08bar up to 5400rpm at normal atmospheric pressure. Emergency fuel cut on these is 1.35bar, again at normal atmos.
