Firstly, make sure that the heater matrix isn't blocked. Loosen the inlet and outlet hoses on the heater matrix located in the engine bay. Remove the inlet hose from the matrix,(the lower one), start the engine and check that there is a flow of water from the inlet pipe. Connect this pipe back to the matrix then remove the outlet hose. Increase the engive revs slightly to increase the water flow through the matrix and check that there is water coming out of it. Run it through until the water comes out hot then re connect the outlet pipe.

What i normally do is fill as much water as i can through the top rad hose till it over flows then reconnect it, Then take cap off fill to the top and then squeeze top and bottom rad hose and keep topping it up with water then squeeze again, Keep repeating this until it wont take any more water, Then start the car up with the cap off and turn the heaters on full blast give it a "little" rev every now and then and you should see bubbles come up and let it idle until it blows warm air again toping the water as i wait for it to warm up, Then put the cap on go for a small spin let it cool down and check the water again,
But if you have a blockage somewhere you will have to clear the blockage best just to drain it all out and start again, Was it working fine before? Did you buy it like this?
