Default throttle hesitation...please help

I bought my son his first scoob, its a 97 2.0 litre sport, he is over the moon with it but it has got a problem and i need help where to start, it has a hesitation on the throttle its not always there but it is getting worse, when holding the throttle steady it dies then picks up when the scoob reaches the throttlled speed, there seems to be no constant, there is no feathering its either off or on, idle's fine and accelerates fine, any idea's where to start..
thanks in advance
