95 impreza turbo , when idling revs go up to 3000 then back down and back again ?

hi all , help needed , as above , when car is at standstill , idling , revs shoot up to 3000 and back . any ideas what is causing this ? thanks

damaged idle control valve pipe ? check is it into the air supply properly , otherwise take the valve off and clean it with break fluid.
