Default Heater Problems

Hi, got a funny prob with the heater in my 95 wrx when you turn the heater on in the car only cold air comes out no mater how long the car is running, if you remove the header tank filler cap off before you start then start the engine and hold the revs up as if you are bleeding the system of air the heater will get hot and stay hot until you turn the engine off and to get it workin again you have to do the same thing. Don't think its an airlock as i've done the system bleed several time.
Need to get this sorted before the frost start any help would be much appreciated.

Cheers
