Default what is the cold start idle?

When you start your uk spec turbo 2000 what amount of rpm should you be on?

My reason is this I know normal rpm @ idle is 800rpm yet if I leave my car overnight and then start it forst thing in the morning the revs stay at 1500rpm and then gradually decrease to 800rpm when the water temp reaches half way

Im just wondering if this is right or just my maf playing up?
