Default Steering issue

Hello all,
I have a small issue that i need advice on,
My 99 classic WRX-standard,
When turning the steering wheel at very slow speeds-its perfect.
BUT---when at driving speeds when turning a corner the wheel feels like it turns without doing anything-so a slow quarter turn feels like nothing-BUT if driving and i tug at the wheel like a racing driver would-it turns ok...
Is this normal-i looked under the car as i have just bought it and steering rack looks new(has a sticker on it)-so a bit lost---HELP.....
PLUS---still in 2 minds over fitting a bailey dump valve-i have a HKS exhaust that came with the car-and dont plan to mod any more--power wise-as 276bhp is enough i think...........
