Default 90mph bob on a 2007 Hawkeye WRX

Can anyone tell me if this is normal. I used to work with a chap with and 05 wagon WRX who said his car started bobbing up and down at between 85 & 95, but so long as he stayed under or over those speeds all was well. I assumed he had been out in the sun too long as my bugeye STi did not have this problem.

First question, is this normal?
Second Question, can it be sorted?
Third Question, Is this a good excuse to replace my shocks with a type 20 upgrade from Litchfield Imports?

I've got a my06 hawk and mine does the same . been told to change springs if i want to stop it from doing that but as far as i'm aware its normal.

I have a 2005 saloon which doesn't do it.

I have an import 2005 WRX and that is pretty stiff, no bobbing at all and it is on stock suspension.
