As above where will I get a reducer ring for my exhaust? I have a 3inch downpipe on my Celica GT4 which is causing boost creep, so the cure is to reduce it to 2.5inches. Will my local exhaust centre have anything like this?

No, from what I can work out it's like washer that goes between the join from the downpipe to the center section, inside.

 

Could you not use one of these to act as an exhaust gas 'stalling' restrictor?:-
