Default Idle Speed Control Valve

I drive a 96 Impreza WRX, and my car battery keeps going flat. I have noticed that the Idle Speed Control Valve makes a buzzing noise when the ignition is off, and even if I return to the car later it sometimes makes a buzzing noise and appears to be on. My car battery has gone flat over six times now.

Its got to the point where I am having to leave Idle Speed Control Valve unplugged.

Any ideas? Would be grateful for any assistance. Thanks.

Should that do the trick do you think? How much would you like for the part?
A friend of mine thinks it may be because I replaced my ECU with a UK spec ECU. Car runs well, so don't think the problem is because of that. Or could it be something to do with this?
