Default Boost issues

Hi
i have a 98 uk turbo and for a while now i have had boost probs. Basically the car dosent run like it use to, feels flat and poor boost. It also will get to around 4500-5500rpm and the boost pressure will drop to 0 on the gauge from around 12-14psi.
i have had the actuator changed, dump valve checked, MAF replaced, pipes checked and nothing has helped.
I have read that the boost solenoid can be the culprit some times. I have also read that it should only click on boost, is this right?? Mine will start to click as soon as the revs start to go up and some times will continue to click when you turn the car off, especially when cold.
Do my problems sound anything like it could be the solenoid??
Its going into interpro tomorow so will see, jus wanted to see what you guys thought.

Cheers
