Default changing cam belt troubles now! and sheered bolt in block

What i thought to be a pretty straight forward job has turned into a bit of a nightmare!

firstly:
All the bolts going into the cambelt covers have been over tightened in the past so they won't undo! any tips on removing them before i decide to break them off?

Also power steering pump has a bolt in it that has also been over tightened and has sheered the thread, any tips or shall i go right in with a heli-coil or re-tap it? looks like its one of the bolts going into the block.

Any help appreciated!
