if i remeber correctly you can use the 1999 heads, headers and inlet manifold and just the short block of the 1995.

If you fit the MY99 heads to the MY95 block, you will run into Compression ratio problems as the MY95 pistons sit above the deck height.
MY95 center thrust crank will not fit the MY99 rear thrust block.
MY95 heads with the inline bolt pattern will not fit the MY99 Inlet manifold with the offset bolt pattern.

Can you not fit thicker head gaskets to over come this?

You need the v5+ heads to fit your manifold. This means you will need thicker head gaskets to get the CR right. IIRC the earlier pistons come out something like 0.3mm overdeck and you want at least 1mm squish clearance so you're looking at 1.3mm gaskets as a minimum. Even then I don't know what CR that will give you as your later heads will have smaller chambers than the earlier heads that would suit your overdeck pistons/block?

You should probably cc your chambers and plug all the numbers into a CR calculator like Wiseco have on their website to be sure about what you'll end up with.
