I currently have this problem too on my v.1 WRX. The solenoid clicks away strongly but it can take about 30 turns of the key before the pinion decides to engage the ring gear and turn the engine over. I've condemned the internals of the unit and already have a properly recon'd replacement starter to go on... IMHO, it's bound to be a an old, tired starter that is the cause of both our issues, as mine is c.15yrs old and yours is c.12-13yrs old!

If your starter is okay, then it can only be the wiring from the ignition barrel to the starter IMHO

Oh sorry, yeah you've already changed it

I'd book a decent mobile auto-electrician, as now you're getting into 'guessing'.

Please let me know if you get it sorted and report the diagnosis, as I could still have the same problems after I fit my starter .

Ah thanks for that myblackwrx. At least those are things to look at if I still have the problem after fitting the starter.

I have the same problem with my car (98 STI) for about 6 months.
When i turn the key, i can here the fuel pump working, i have good voltage but the starter is not starting up.
Starter checked, the battery was twice replaced but nothing.

I had a cold start problem earlier on this year where the car would start fine when warm but not cold, i tried a few things before i learned how to read the fault codes and found out i had a faulty temp sensor.
