Surging power even after Remap.

Surging power even after Remap.
Got a little niggle with my car, It seems when on load ie. 4th gear from low revs when accelerating hard the power seems to surge very rapidly then smoothes out, I've had all the cats removed, uprated fuel pump, K&N Typhoon and had it all remaped after that by Engine Tuner.
It seems it get close to peak boost (1.5bar) then very rapidly surges power, I personally think its starting to overboost and cutting the boost off and on, would a Aftermarket boost controller iron out this surging?
I'm think HKS dual solenoid or an Apexi dual.
What do you guys think.

the turbo is surging.. related to the vf34/35 turbo and inlet / filter..
it can be ironed out a little through adjusting the map but possibly have to live with a little..
the standard filter box with uprated panel is the best to use until you have to go to an induction due to front mount.. ie. over 400bhp on a newage sti.
