On a newage STi your first O2 sensor is in the headers - just before the up-pipe.The other sensor is at the end of the downpipe a you've already found out.

It was only on classic cars that the O2 sensor went on the downpipe mouth.

The blanked off hole on your new d/pipe may be fit a wideband O2 sensor when mapping - or the supplier uses a common part mouth section and just welds the hole over for if its for a newage car.
